Despite the fact that Jaguars wide receiver Justin Blackmon underwent groin surgery at some point in June, he will probably be on the team's active roster on July 26, the first day of Jaguars training camp. That word came Friday from Jaguars general manager David Caldwell, who added that Blackmon will likely be limited in practices even if he isn't placed on the training camp PUP list. Blackmon will be eligible to take part in all team activities and preseason games before serving a four-game suspension for violating the league's substance-abuse policy.
The Jaguars want to give Blackmon as many reps as possible before his suspension, but they don't want to rush him, force a possible setback and then not have him healthy for Week 5 (Oct. 6). If you're confident in the starting WRs you draft, Blackmon makes for a nice WR5. He gained 855 yards and scored five times as a rookie.
