1. TB: Jameis Winston, QB, Florida State*
The release of Josh McCown made it clear that the Bucs are in the market for a QB (if that wasn't obvious enough already). Despite his off-field issues, Winston is just a better prospect and much more NFL-ready than Marcus Mariota.
2. TEN: Leonard Williams, DE, USC*
Williams is considered the best defensive prospect in the draft by most and the best overall prospect by some. He's a dominant and versatile defender who can make an immediate impact. The Titans need, among other things, an elite pass rush to compete with the Andrew Luck-led Colts in the AFC South.
3. JAX: Shane Ray, DE/OLB, Missouri*
The Jags already have a decent group of young pass rushers. Ray could take their defense to the next level. Jacksonville has been quietly improving, and Ray could make some serious noise on the next level.
4. OAK: Amari Cooper, WR, Alabama
It's been years since the Raiders had a sure-fire No. 1 wideout. In fact, they haven't had a 1,000-yard receiver since Randy Moss gained 1,005 yards a decade ago. Oakland needs to give promising young QB Derek Carr an elite weapon.
5. WAS: Brandon Scherff, OT, Iowa
Scherff could be an immediate starter and plug a hole on the right side of the Redskins' offensive Line. Head coach Jay Gruden likes a big, physical O-line. Scherff is a step in that direction.
6. NYJ: Marcus Mariota, QB, Oregon*
It will be hard for the Jets to justify heading into another season with Geno Smith and no discernable backup plan. The fans and media in New York will not have that.
7. CHI: Danny Shelton, DT, Washington*
The Bears desperately need to strengthen the interior of their defensive line. They have been terrible against the run over the past couple of seasons. The 343-pound Shelton could be the next Midway monster.
8. ATL: Dante Fowler Jr., DE/OLB, Florida*
The Falcons have one of the least talented front seven's in the NFL. Fowler is an athletic and disruptive force who is more likely to play at linebacker than on the line.
9. NYG: Randy Gregory, DE/OLB, Nebraska
The Giants need to get back to what they do best and that's getting at the QB. Gregory fills that need and is the best player available at this point in the draft.
10. STL: Andrus Peat, OT, Stanford*
No team needs to protect their fragile QB mcore than the Rams. They drafted Greg Robinson at No. 2 overall last season to play left tackle. Now they'll bring in the 6-foot-7 Peat to be their right tackle of the future.
11. MIN: Ereck Flowers, OT, Miami (Fla.)*
The Vikings have a talented, young offense led by Teddy Bridgewater. The most important thing to do when you invest in a young quarterback is protect him and secure his future.
12. CLE: Kevin White, WR, West Virginia
With Josh Gordon suspended yet again and Jordan Cameron destined to leave in free agency, the Browns of in dire need of some quality receiving weapons.
13. NO: Vic Beasley, DE/OLB, Clemson
The Saints need a lot of help on defense, and Beasley is a perfect fit for a Rob Ryan defense. Ryan loves to pressure the QB and Beasley can do just that.
14. MIA: DeVante Parker, WR, Louisville*
The Dolphins will likely part ways with Mike Wallace, Brian Hartline and maybe Brandon Gibson this offseason. They will need a top-level WR to plug in opposite of Jarvis Landry.
15. SF: Devin Smith, WR, Ohio State
The 49ers need to get a reliable deep threat for Colin Kaepernick. There may be no receiver better on deep balls in this draft than Smith. Throw it up and let him go get it.
16. HOU: Trae Waynes, CB, Michigan State*
Texans need some help at corner, especially since Kareem Jackson may be lost as a free agent. Wayne's size and speed combination makes him the top CB prospect in this draft.
