Johnnie Lee Higgins, WR, UTEP
Higgins improved in each of his four seasons at UTEP and had a monstrous year for the Miners in 2006. The speedy receiver posted career highs in receptions (82), yards (1319), and touchdowns (13). Higgins underperformed at the combine to the tune of a 4.48 forty-yard dash, but he blew that away at UTEP's pro day a few weeks later. His 4.30 and 4.34 on consecutive efforts confirmed what scouts had thought all along: that Higgins is one of the fastest-if not the fastest-receiver in the NFL Draft. He also has decent size at 6-0, but at 183 pounds, he is lean and needs to get much stronger. Higgins could get abused by physical cornerbacks inside five yards of the line of scrimmage. Still, Higgins is a huge threat in terms of running after the catch, with great mobility and obviously some phenomenal breakaway speed. He will also be a factor in the return game for whichever NFL team selects him. Higgins should be off the board in the third round.
